Ryan Liu

Ryan Liu is a continuing lecturer at the UC Berkeley School of Information (I School) and a professional instructor and course designer at the UC Berkeley Haas School of Business. He also works full-time at OpenAI in Strategy & Operations, where he focuses on building AI-native global operations for billions of consumer and business users of frontier AI products and services, including ChatGPT and Codex. He also serves as a business continuity lead and helps scale the company’s operational cyber readiness.

Previously, Ryan worked at Google in engineering and product roles supporting YouTube and served as the global head of analytics for supply chain planning within Devices & Services. Before Google, Ryan was a Principal at Booz Allen Hamilton and spent over a decade in Accenture’s Security consulting practice. His cybersecurity and privacy experience has centered on advising Fortune Global 500 clients across multiple industries. Having led numerous complex, large-scale global cybersecurity transformation programs and initiatives, he also works with senior leaders to develop effective communication strategies and compelling narratives for C-suite executives and boards. Through this work, he helps organizations successfully manage the multidimensional challenges of cybersecurity and privacy.

Ryan earned two Bachelor of Science (B.S.) degrees from the University of the Pacific: one in electrical engineering and one in engineering management. He also earned a Master of Business Administration (M.B.A.) from the University of California, Berkeley. His professional certifications include:
