The Technology Policy Summit convenes leaders from government, academia, industry, and civil society to address the most pressing challenges at the intersection of technology and public policy.
Join us for a half day of panels and roundtable discussions focused on shaping the future of tech policy through dialogue, collaboration, and innovation, with a particular focus on California. Lunch will be provided for those who register in advance.

Assemblymember Rebecca Bauer-Kahan (D-Orinda)
California Assemblymember Rebecca Beth Bauer-Kahan (D-Orinda) is an American attorney and politician who has served as a member of the California State Assembly from the 16th district since 2018. She is a strong advocate for online safety and consumer protection.
State Senator Thomas Umberg (D-Orange County)
State Senator Tom Umberg (D-Orange County), representing California's 34th district, is chair of the Senate Judiciary Committee. He is a retired U.S. Army Colonel, former federal criminal prosecutor, four-term state legislator, small business owner, and was the Deputy Drug Czar for President Clinton.

Nicole Ozer is the inaugural executive director of UC Law SF's Center for Constitutional Democracy. She is a leader in cutting-edge legal work to defend and advance constitutional rights, democratic oversight, and the rule of law in the AI age.

Drew Liebert is Director of the California Initiative on Tech and Democracy, a project of California Common Cause that seeks state-level solutions to the threats disinformation, AI, deepfakes, and other emerging technologies pose to our democracy and our elections.

Joanna Smolinska is a 2024-2025 UC Berkeley Tech Policy Fellow and Counsellor for Digital and Deputy Head of the EU Office in San Francisco, where she focuses on AI policy and regulation, online content moderation, open digital markets and innovation in the context of transatlantic relations.
Melanie Kolbe-Guyot
Melanie Kolbe-Guyot is a 2024-2025 UC Berkeley Tech Policy Fellow and Head of Policy at the Center for Digital Trust (C4DT) at EPFL, the Swiss Federal Institute of Technology in Lausanne, where she leads the center’s science communication and digital policy work.
Meri Baghdasaryan
Meri Baghdasaryan is a 2024-2025 UC Berkeley Tech Policy Fellow, as well as an Armenian human rights attorney, currently working at the intersection of law and technology as a Senior Case and Policy Officer at Meta Oversight Board.
Nikhil Mulani
Nikhil Mulani is a 2024-2025 UC Berkeley Tech Policy Fellow, and currently leads work on AI policy on the National Policy team at the Cybersecurity & Infrastructure Security Agency.
Seppe Kelchtermans
Seppe Kelchtermans is dedicated to enhancing online safety in his role on Reddit’s Platform Safety Policy team. He previously led policy enforcement initiatives at Spotify and managed a global policy development team at TikTok.
Stefanie Coyle
Stefanie Coyle is a 2024-2025 UC Berkeley Tech Policy Fellow and Deputy Director of the Education Policy Center at the New York Civil Liberties Union, where she focuses on education litigation and advocacy efforts across the state.
