Budget Manager

The University of California, Berkeley, is the preeminent public university in the country. We’re also one of the leading employers in the San Francisco Bay Area. We are currently seeking a Budget Manager in the School of Information.

The School of Information’s (I School) purpose is to prepare leaders to understand, organize, and manage information. We design and develop systems and policies that meet the needs and protect the rights of different information users, including individuals, organizations, and the society. Included as part of our multidisciplinary faculty, are scholars in the social sciences, humanities, and engineering. Because the I School is a growing and dynamic institution, there is significant professional growth and development opportunity for the successful candidate.

The Budget Manager is responsible for all aspects of the I School’s financial operations, including budgeting, forecasting, accounting, financial management, financial reporting, and fiscal oversight of contract and grant activities. The incumbent will oversee the I School’s comprehensive financial plan, establish I School financial and administrative policies and procedures, and assure that the School will adhere to sound fiscal policies and practices with regard to all funds and categories of expense throughout the School. The annual operating budget is approximately $3.7 million (67% from state funds), while annual contract and grant expenditures average $700,000. There are approximately 100 fund sources altogether.

The Budget Manager will work closely with the Chief Administrative Officer (CAO) to develop and modify long-term financial plans. Working independently, the incumbent will provide the School’s functional units with financial forecasts, analyses, strategic options, technical assistance, advice, and recommendations. The incumbent is independently responsible for determining efficient procedures and processes that effectively support I School and University policies. The incumbent is expected to exercise sound judgment, serve the best interests of the School community, and adhere to the UC Standards of Ethical Conduct.

The incumbent will resolve complex issues in creative and effective ways; work on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors; and exercise judgment in selecting methods, techniques, and evaluation criteria for obtaining results.

Responsibilities:

  • Budgeting and Financial Planning (50%)
    • Perform highly complex financial or resource research and studies for both internal department and external campus constituents, examples include: generating, modifying, and conceiving of new financial or other resource reports; strategic planning and modeling; analyzing and forecasting staff/faculty salary budgets, contracts, grants, gifts, endowments, or user fees; and making recommendations for maximizing financial or other resource outcomes
    • Provide analytical support for highly complex budget, financial, and resource projects dealing directly with major department managers
    • Develop budgets and feasibility studies for program proposals put forward by faculty and staff, including forecasts of the net financial effect of strategic options under consideration
    • Develop and maintain a comprehensive multi-year financial plan
    • Manage the I School’s annual operating budget request to the campus
    • Manage the I School’s annual internal budgeting and resource allocation process
  • Financial Management and Reporting (50%)
    • Apply advanced professional concepts to perform complex technical analysis to understand past performance and determine present and future performance and/or resource allocations
    • Direct, initiate, design, and provide analytical studies, summary reports, and background materials for campus or department administrative officers and managers for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc., that have a significant impact on the I School
    • Lead a team of Junior Analysts
    • Perform highly complex financial or resource research and studies for both internal department and external campus constituents
    • Oversee the I School’s contracts and grants activity
    • Partner with the Webmaster to ensure the intranet will effectively support financial management and financial transactions

Requirements:

  • Bachelor's degree; advanced degree and/or professional certification preferred
  • Minimum of five years of progressively responsible budget or financial management experience
  • Demonstrated competencies in verbal and written communication, problem solving, decision making, resource management, planning and organizing, and customer service
  • Ability to work effectively in teams and independently
  • Advanced knowledge of budget/financial policies, practices, and systems
  • Ability to identify, analyze, and present complex financial information in a clear and concise manner
  • Skilled in the use of Microsoft Office and common desktop/web applications

Annual salary may be up to $90,000, and will be commensurate with experience and qualifications.
